Texas Education Code 45.003 requires that by law every school district in the state must categorize propositions as “general” or “special” based on the project type or what is being purchased.

Special purposes include construction, acquisition, or equipping of any of the following:

a stadium with seating capacity for more than 1,000 spectators;
a natatorium;
another recreational facility other than a gymnasium, playground, or play area;
a performing arts facility;
housing for teachers; and
an acquisition or update of technology equipment, other than equipment used for school security purposes or technology infrastructure integral to the construction of a facility

Proposition A is general purpose and includes all projects that are not specifically required to be included as special purpose. Propositions B, C, D, and E fall under special purpose and are legally required to be their own propositions.
